President Donald Trump has the constitutional power to end Special Counsel Robert Mueller's investigation into possible obstruction of justice and collusion with his 2016 campaign, his attorney Rudy Giuliani said Sunday.

In it, Trump's legal team say the president could not be acting illegally to obstruct the investigation because the United States constitution empowers him to, "if he wished, terminate the inquiry, or even exercise his power to pardon".

Sanders also rejected questions about whether the President would rule out pardoning himself after the President's attorneys suggested in the same letter that Trump could terminate the special counsel's inquiry or "exercise his power to pardon".

"In no case can he be subpoenaed or indicted", Giuliani said, according to the HuffPost.

Giuliani said on ABC's "This Week" program, "It would be an open question".

In a memo by Trump's attorneys, reported by the New York Times, Trump argues that the president can not legally obstruct justice because he has final authority over any investigation.

Trump's Monday morning Twitter salvo comes hot on the heels of the publication of a 20-page document sent to Special Counsel Mueller from Trump's legal team earlier this year.

Many legal experts say the President's actions could be considered obstruction if prosecutors can show he acted with "corrupt intent".

Trump's assertion that Mueller's investigation is illegal came only after 13 months of the investigation.

It was the first time Trump asserted the power to pardon himself, an issue never before tested in courts.

Although Giuliani said a decision about whether the president will voluntarily sit for an interview with Mueller's team would not be made until after a planned June 12 summit in Singapore between Trump and North Korean leader Kim Jong Un, he said "we're leaning toward not" doing it. "The president hasn't done anything wrong", she added, covering her bases. It's wrong, " said Christie, a former USA attorney.
