Trump says will sign something 'pre-emptive' on immigration border policy

Democrats said the images of children being held in cages in border facilities, some crying for their parents, would be a moment remembered in USA history.

He and his cabinet pledged to continue the controversial separation policy even as Republican lawmakers scrambled to contain the growing political crisis just five months before an election that will determine which party controls Congress. Orrin Hatch is among those who have strongly insisted that the Administration resolve the issue on its own.

"It's an executive order that could ultimately be challenged, and I think that (the bill's) consistent with what the president is trying to do". The Trump administration says that means Congress still has to act. It allows families to be held together for 20 days.

"It is also the policy of this Administration to maintain family unity, including by detaining alien families together where appropriate and consistent with law and available resources".

The Cruz proposal has yet to receive any strong support within the Senate but GOP leaders are hoping to craft a consensus plan in the coming days, according to GOP sources.

Ryan told reporters he prefers to see parents and children detained together in custody, as the GOP bills provide. "Or for the policy goal of promoting compliance with civil immigration laws".

But Colorado GOP Rep. Mike Coffman, who is facing pressure to act as one of the most vulnerable House GOP members facing re-election this fall, tweeted that he was supportive of the the Democratic bill.

House Republican Mario Diaz-Balart said the priority of ending the separations has been slotted into a compromise bill now under consideration and favored by GOP moderates. The second option is a compromise between conservatives and Republican moderates. That bill has a slightly better odds, though leaders have stopped short of promising it will pass.

As a preliminary matter, Trump's "solution" is not going to work unless the process for determining the children's parents' status is sped up.

First lady Melania Trump is thought to have played a part in Mr Trump's backdown.
