Drouin said there have been thousands of home visits and that officials want to avoid the results of an extended heat period in 2010, when 106 people died in the Montreal area.

Meanwhile, public-health officials in Quebec's Eastern Townships report four deaths suspected of being caused by the heat; one victim was a senior citizen and three were adults suffering from chronic illnesses.

Getting to its worst over the weekend at a high of 45 degrees, Montreal and the rest of Eastern Canada has not had it easy the last week. Another five casualties pushed the death toll to 11 by Wednesday morning, when the city awoke to another suffocating day of high temperatures.

The Montreal city government unveiled an "extreme heat" plan Tuesday that includes distributing water to groups working with the homeless.

Southern Ontario has been hard hit as well.

An emergency coordination centre has been activated to supervise those measures and Montreal Mayor Valerie Plante has called on Montrealers to show solidarity with at-risk people.

Elsewhere, in Missouri, the Kansas City Health Department confirmed the Jackson County Medical Examiner has been informed of a second possible heat-related death involving a man in his 80s following the death of a woman in her 40s towards the end of June.

Fire crews are expected to knock on about 5,000 doors during the heat wave, and they will offer residents a cooler place to stay. The city has extended its pool hours and opened its seven cooling centres, which provide air-conditioned spaces and cold drinks.

"We see clearly that we're at the beginning of increases, which will continue to go up over the coming days", Drouin said.

In Toronto and Ottawa, temperatures have remained well above 30 C since Friday.

On Canada Day, daytime highs are forecast to reach the mid thirties with humidex values into the mid forties.

Environment Canada has issued a heat warning for Barrie, Collingwood, Hillsdale, Midland, Coldwater, Orr Lake, Orillia, Washago, Lagoon City, Innisfil, New Tecumseth and Angus.

It's been said before and it'll be said again: this heat wave is never ending.
