The move comes with the kingdom still locked in a bitter dispute with Canada after Ottawa criticised Riyadh's jailing of women's rights activists.

A Twitter account linked to the Saudi government posted an image showing a plane flying towards the skyline in Toronto.

Saudi Arabia has apparently threatened a 9/11-style aircraft attack on Canada in an astonishing tweet.

"Earlier we posted an image that was inappropriate, so we deleted the post immediately", it said.

Traders said they had received an official notice from the Saudi Grains Organization (SAGO) about its decision.

"Both Canada and the USA lost the Middle East market a long time ago. because they are at a freight disadvantage (with higher ocean shipping costs) to the European Union and Black Sea export markets", the consultant said.

Saudi Arabia's move came followed a tweet Friday from Global Affairs Canada which expressed concerns about the arrests of civil and women's rights activists and asking the Saudi government to immediately release them.

The rift has also prompted Saudi Arabia's state airline to suspend operations in Canada.

Canada doubled down on Monday.

"We are always going to speak up for human rights, we are always going to speak up for women's rights and that is not going to change", Freeland said.

Riyadh's singling out of Canada appears to be aimed at strongly discouraging other Western governments from criticising its human rights violations.

'Canada is easier to cut ties with than the rest, ' Bessma Momani, a professor at Canada's University of Waterloo, told AFP.

There could be a sentiment among allies that, "Finally the Trudeau government is getting poked back in the eye by the Saudis".

Saudi Arabian crude and equivalents accounted for just nine per cent of Canada's crude imports in 2016, according to figures from Natural Resources Canada.

Thousands of jobs in Canada could be at risk if the arms agreement is scrapped.

"We are waiting to hear from Saudi Arabia details of its response and we look forward to hearing those details".
