Moon's trip to Pyongyang will be the first in more than a decade.

North Korea will be commemorating the 70th anniversary of its founding as a communist state, and it has been trying to invite foreign dignitaries to the country for the occasion.

Sporting cooperation helped spark the current diplomatic thaw, after the North sent a high-level delegation, athletes, cheerleaders and performers to this year's Winter Olympics in the South.

A spokesman for South Korea's presidential Blue House said on Sunday officials hoped such details would be decided at Monday's talks.

This is Suh's second known attempt to enter North Korea.

Seoul has been preparing for possible economic collaboration with Pyongyang that could go ahead when sanctions are lifted.

Cho did not say if North Korea had raised the case of the restaurant workers on Monday, merely saying it had not brought up new issues. "The two Koreas are more in stride, and the process has "taken" better". "But I do believe that this is worth the effort and the United States and our allies, especially us and the Republic of Korea, we have the same goal, that's the final, fully verified denuclearization of the Korean Peninsula".

Best meteor shower of the year peaks this weekend
The Perseid meteors are actually pieces of debris from Comet Swift-Tuttle, the largest object known to repeatedly pass by Earth. Perseids are our favorites, as it produces about 100 meteors per hour, a phenomenon called high zenithal hourly rate (ZHR).

The talks started at 10 a.m.in Tongilgak in the border village of Panmunjom, according to the joint press corps report.

Moon will have a tricky balancing act at the summit: Maintaining momentum for inter-Korean dialogue while also nudging Kim to make progress on denuclearization with the USA, an ally of South Korea.

But if that suggested differing priorities, the opening statements as the talks got underway Monday were all about friendship and rapprochement. North Korea is represented by a group of officials led by Ri Son Gwon, the chairman of the country's Committee for the Peaceful Reunification. "That we are meeting to exchange talks in such a friendly mood like right now, signifies that the communication is working".

During the high-level talks, the two Koreas sincerely discussed issues to actively implement the April 27 agreement while reviewing the implementation to date, the joint statement said.

North Korea is thought to have a growing arsenal of nuclear bombs and long-range missiles and to be closing in on the ability to reliably target anywhere on the US mainland.

A Foreign Ministry official said Sunday that the government had prohibited four ships that were used to transport resources banned under UN Security Council Resolution 2371 from entering local ports from Saturday.
