"There is lots of evidence that chemical weapons are being prepared".

The Syrian military has been urging the rebels in Idlib to surrender.

The leaders will hold a news conference after the summit.

Part of the motivation for this change is uncertainty about whether Russian Federation is willing or able to help get Iran - which along with Russian Federation is Syrian President Bashar al-Assad's closest ally - out of the country.

But Russia's President Vladimir Putin said Moscow opposed a truce, and Iranian leader Hassan Rouhani said Syria must regain control over all its territory.

Washington warned Tuesday that if Damascus were to use chemical weapons, it would respond.

His comments evoked past U.S. warnings about Syrian military activities and the regime's use of chemical weapons, which has previously triggered United States military strikes against Syrian targets.

The attacks were carried out after the US government urged the Syrian government, which is assisted by Russian Federation and Iran in its civil war, not to attack the rebel stronghold where approximately 3 million people live. United Nations officials warned this week of a humanitarian catastrophe if a military offensive in Idlib moves forward. President Trump has previously labelled Assad an "animal" for using the banned weapons, and called Iran and Russian Federation "responsible for backing" him.

A handout picture taken and released on September 7, 2018, in Tehran by the Turkish presidential press service shows Turkish President Recep Tayyip Erdogan shaking hands with Iranian President Hassan Rouhani. It has also created zones of control in northern Syria and has several hundred troops deployed at 12 observation posts in Idlib. Crucially, the plan would also guarantee the security of the Russian air base of Hmeimeem. Hence, five months after he said he wanted America "to get out" of Syria, Trump has now agreed to a major escalation of US action there.

The outcome of the meeting will be closely watched by the U.S. Jeffrey said there will be a "major diplomatic initiative" to stabilize conditions in Syria in the coming weeks, but he would not describe the military mission, other than to say that they must ensure an "enduring defeat" of ISIS.

The attacks have prompted terrified residents to flee before a fully-fledged assault is launched, the monitor said.
