"In Kerch, an unidentified explosive device exploded", a spokesman for the National Anti-Terrorism Committee was quoted as saying.

He entered the college in 2015 and got a gun permit and bought a rifle and 150 rounds of ammunition several days before the shooting, 112 reported.

Russian President Vladimir Putin said the attack was a tragedy and offered condolences to the victims' families. "Started running and throwing explosive devices, bombing everywhere", Grebennikova said at a scene on October 17.

Eighteen-year-old Vladislav Roslyakov turned up at the college in the city of Kerch on Wednesday afternoon carrying a firearm and then began shooting, investigators said.

An explosive device rigged with metal fragments went off in the canteen of the college, Russian Investigative Committee's spokesperson Svetlana Petrenko said, AP reported.

Another student, Semyon Gavrilov, told the Komsomolskaya Pravda newspaper that he saw "a young man with a gun walking around shooting everybody", and how he himself had survived by hiding in a classroom. Numerous victims were teenage pupils at the school, The Associated Press reported.

He said police arrived about 10 minutes later to evacuate people from the college and he saw dead bodies on the floor and charred walls, presumably from some fire or explosion.

According to the RIA Novosti agency, security forces raided Roslyakov's parents' home following the killings.

Crimea has been under Russia's control since Moscow sent troops to seize the peninsula from Ukraine in 2014.

An employee at a hospital in Kerch was quoted as saying that 18 people had already been admitted with injuries from the explosion, and that doctors were expecting around 50 more wounded people to be brought in.

Another witness who gave his name as Sergei and who worked nearby said in a video on the Kerch.tv website that he heard "a bang and shots".

Initially, emergency officials said the blast was believed to have been the result of a gas canister explosion.

The head of Crimea, Sergei Aksyonov, and Russia's health minister, have headed to the area.

The vocational technical college, in the eastern city of Kerch, teaches pupils aged 14 to 19.

There were no immediate clues as to his motive in mounting such an attack, which recalled similar shooting sprees carried out by students in USA schools.
