Why you will receive a presidential text message today

  • Wireless phone users can't block Trump administration 'Presidential Alert' test message

That's 11:18 PDT. It will last for approximately 30 minutes during which compatible cell phones will receive a test message a single time. It will also make a test Wednesday of the Emergency Alert System (EAS), which involves radio and television systems and their audiences. This will be the fourth EAS test and first WEA test.

EAS was described by FEMA as a national public warning system that provides the President with the communications capability to address the nation during a national emergency.

GeekWire Summit attendees in Seattle hold up their smartphones as an message arrives from the federal government testing an emergency alert system.

It wasn't immediately clear which cell providers are participating Wednesday, but Sprint customer service officials tweeted out a link to the FEMA primer.

Moreover, after two previous alert system errors - the first involving a false alarm about a missile attack on Hawaii, the second involving a presidential proclamation about Senator John McCain's death being sent to the wrong people - there is an argument that the technology needs to undergo regular public tests if it is to be relied on. The people with their phones on do not disturb got the alert once their phone is off that mode.

You can block the test message by putting your smart phone in Airplane Mode, or by turning your phone off.

Don't be alarmed by 'Presidential Alert' sent to your phone
This means that any compatible cellphones that are switched on and within range of an active cell tower should receive the alert. The Integrated Public Alert and Warning System (IPAWS) is created to warn Americans in the event of a national emergency.

According to FEMA, the WEA is used to warn the public about risky weather, missing children, and other critical situations through alerts on cell phones. This new presidential alert is nationwide and only used for advance warning of national crises. "FEMA then sends the alerts to the wireless providers, which then push the alerts in turn to mobile phones in the impacted communities". The WEA was subsequently launched in 2012 to "assess the operational readiness of the infrastructure for distribution of a national message and determine whether improvements are needed".

The buzz and tone have the same feel and sound as those used for the Amber and weather alerts. This test will look and feel similar to the monthly EAS tests sent out on TV and radio, and it will interrupt whatever you're watching for about a minute.

The Presidential Alert is similar to the state-level systems that let police and local authorities send out AMBER Alerts and weather warnings. "No action is required".

Some Trump critics seized on the alert's transmission to poke fun at the president. But FEMA officials said the administration can only send these alerts for emergencies affecting the whole country or if the public was in danger, according to Bloomberg.

A group of New Yorkers filed a lawsuit in federal court in NY arguing they should not be compelled to receive the alerts under their right to free speech. We have strong laws and federal rules to ensure any use of these kinds of alerts, which are activated directly by FEMA, and not the president, are used appropriately. However, the FEMA alerts are not blockable.
