Trump expects next summit with North Korea's Kim early next year

Washington added that Stephen Biegun, U.S. Special Representative for North Korea, is also taking part in the talks.

Pompeo will meet with Kim Yong-chol, a close aide to North Korean leader Kim Jong-un, on Thursday to discuss ways to advance a denuclearization agreement reached by U.S. President Donald Trump and the leader in Singapore in June, the department said in a statement. But the Blue House would not reveal the reason for the postponement and referred questions to the State Department.

But the State Department said in a short statement on Wednesday that the officials would meet later "when our respective schedules permit". "Ongoing conversations continue to take place".

The June meeting of President Donald Trump and DPRK top leader Kim Jong-un in Singapore was the first summit meeting of an incumbent U.S. president and a DPRK leader.

Kim pledged to work toward denuclearization at an unprecedented first meeting with Trump in Singapore but negotiations have made little headway since, with North Korea falling short of USA demands for irreversible moves to abandon a weapons program that potentially threatens the United States.

As CBS News correspondent Ben Tracy has noted from Beijing, the Trump administration thus far has stuck by its stance that sanctions against North Korea will only be dropped once denuclearization is achieved, or at least demonstrably underway.

The development comes amid strained ties between South Korea and the United States over how to negotiate denuclearisation with North Korea.

Trump has cast North Korea as a crowning diplomatic achievement and is eager for a fresh summit with Kim at which the two may formally declare an end to the 1950-53 Korean War.

"Russia requested consultations on the topic of sanctions against North Korea during tomorrow's general consultations at UN SC".

USA critics say that North Korea has yet to make any concrete concessions and it has rejected demands for what it described as its "unilateral disarmament".

Seoul's Foreign Ministry also expressed hope that the USA and North Korea can quickly reschedule a high-level meeting.

Kim Yong-chol had been booked for a flight from Beijing to NY on Wednesday.

The United States has insisted that the raft of measures including a cap on oil and fuel deliveries and a ban on exports of North Korea's raw commodities must be fully enforced until Pyongyang has scrapped its nuclear and ballistic missiles programs. It followed Moscow's move to ban the adoption of a report by UNSC panel on restrictions against North Korea, the so-called 1718 Sanctions Committee, until some changes are introduced to it.

North Korea's foreign minister told the United Nations in September that continued sanctions were deepening its mistrust of the United States and there was no way the country would give up its nuclear weapons unilaterally under such circumstances.
