New York City Mayor Bill de Blasio is planning to roll out a government funded plan to guarantee every New York City resident comprehensive healthcare, regardless of immigration status or one's ability to pay.

New York Mayor Bill de Blasio announces NYC Care at the Lincoln Hospital in New York, on January 8, 2019.

"Mayor Bill de Blasio is announcing Tuesday that the city is rolling out a program to provide health care to all New York City residents, including undocumented immigrants", writes ABC News.

During a news conference at a Bronx hospital that is part of the city's network of public hospitals and clinics, de Blasio said repeatedly that he would prefer a federal or state single-payer health care system.

New York City does not plan to raise taxes on residents to fund the new initiative, as de Blasio says the program and its costs will be phased in over the span of several years, USA Today reported.

The mayor has styled himself, in his 2017 re-election campaign and during his second term, as a progressive leader on issues like health care and as a bulwark against the policies of President Trump, particularly on immigration.

'Health care isn't just a right in theory, it must be a right in practice.

"Under NYC Care, 600,000 New Yorkers, including our undocumented brothers and sisters, will have access to healthcare", declared Winnie Wong, founder of the advocacy group People for Bernie.

Another aspect of the plan, NYC Care, will guarantee insurance to New Yorkers regardless if they are ineligible for insurance or are undocumented. The City is committed to strengthening MetroPlus and connecting more independent workers, City vendors and City workers to that option.

Thiessen said the same claim was made after ObamaCare was passed, however, emergency room visits did not decline as predicted but instead increased.

By making people aware that they won't have to pay to see a doctor, or to pick up a prescription, the mayor expects to avert a huge cost. The new program will serve an estimated uninsured 600,000 New Yorkers. Patients will be charged on a sliding scale, with the poorest New Yorkers paying nothing.

The current wait time for a primary care appointment in New York City is within a week, said Katz.

"We want to flip the script", de Blasio said. When you get people in front of a physician in a timely manner, when you avoid hospitalizations and intensive treatments, you cut out a staggering expense: Those savings are projected to help cover NYC Care. "We as a country must get there, and New York City will lead the way", de Blasio said.

NYC Care was revealed shortly after newly-elected California Gov.

New York mayor Bill de Blasio joins the 42nd annual Three Kings Day Parade as it marches through East Harlem on January 4, 2019 in New York City. It also will improve the quality of the MetroPlus customer experience through improved access to clinical care, mental health services, and wellness rewards for healthy behavior.
