Cox, a former high school teacher who has served in the state's Republican-controlled House since 1990, said he was not convinced the yearbook scandal met the threshold for an impeachable offence.

But he issued a statement on Wednesday calling the matrix of controversies a "disturbing" circumstance that "will be resolved in due course". The party has prided itself on policing its own and hoped to contrast that record with the GOP's tolerance of misbehavior by President Donald Trump.

The Congressional Black Caucus and the Virginia Legislative Black Caucus also urged Northam to step down.

Governor Ralph Northam and the state's attorney general, Mark Herring, both of whom are white, have apologized for separate incidents during the 1980s in which they darkened their faces to imitate black performers, while Lieutenant Governor Justin Fairfax, an African-American, stands accused of forcing himself sexually on a woman 14 years ago.

"My only motive in speaking now is to refute Mr. Fairfax's falsehoods and aspersions of my character, and to provide what I believe is important information for Virginians to have as they make critical decisions that involve Mr. Fairfax", Tyson said.

But then rumours began circulating of another controversial photo, and this time it was Herring who was said to been in "blackface".

Amid speculation that Lt. Gov. Justin Fairfax could replace Northam, a professor named Dr. Vanessa Tyson accused him of sexual assault in 2004 during the Democratic National Convention in Boston, Mass., when he worked as a staffer for then-Democratic presidential nominee John Kerry.

Despite Democrats' professed commitment to rooting out bigotry and intolerance, Northam's party might be motivated to rally behind him to avoid the prospect of Republicans suddenly assuming the governorship.

On Feb. 1 a conservative news outlet discovered a photo of two individuals dressed in racist attire on Governor Northams medical school yearbook page from his graduation year 1984.

Democrats in Virginia have expressed fear the crises could jeopardize their chances of taking control of the GOP-dominated legislature this year after big gains in 2017.

Shortly afterward, the state's two USA senators and seven Democratic congressmen took a similar approach.
